The U.S. Environmental Protection Agency (EPA) issued a final greenhouse gas prevention of significant deterioration construction permit to C3 Petrochemicals LLC in Alvin, Texas. C3 plans to construct a new propane dehydrogenation plant at its existing facility near Alvin that will convert propane to propylene. County resolution calls for New York to approve propane storage facility
